CANDIDATE STATEMENT
The new campaign statement
Randy Hope’s October 9 record statement adds a dated campaign account of finances, taxation, infrastructure and employment during his mayoral tenure. Its linked records give residents specific claims to examine. The statement remains the campaign’s interpretation of those records.
PUBLIC RECORD
Historical unemployment series
One employment figure is supported by the municipality’s CK Plan 2035 page: it reports unemployment at 8.4% in 2015 and 5.8% in 2018. That verifies the published historical series. It does not isolate the mayor’s contribution, count jobs created by municipal policy or establish today’s labour-market position.
PUBLIC RECORD
Audited debt definitions
The 2017 annual report reports outstanding debt including the PUC falling from roughly $162 million in 2010 to $86 million in 2017, with a forecast of $77 million by the end of 2018. The 2018 audited statements, Note 11 establish a narrower comparable pair: net long-term liabilities of $86,415,078 at year-end 2017 and $76,730,187 at year-end 2018. The same note shows total outstanding long-term liabilities of $88,801,289 and $78,643,445 before deductions for landowner-responsible loans. A rounded annual-report total and an audited net figure are therefore different measures; this review does not calculate a 2010–2018 audited debt reduction.
PUBLIC RECORD
Reproducing the tax calculation
The tax arithmetic can be reproduced: cumulative increase = [product of (1 + annual percentage/100) − 1] × 100. For 2011–2018, the inputs are 1.40, 2.30, 3.20, 1.61, 0, 1.99, 1.96 and 1.62%; the result is 14.9467%, or 14.95%. The 2011–2014 and 2016 inputs are supported by contemporary Chatham Voice reports; the 2015 annual report records zero, and the municipality’s candidate-information table confirms 2017–2018. For 2019–2026, that municipal table supplies 1.99, 2.97, 2.40, 2.79, 5.64, 5.53, 4.99 and 4.63%; the result is 35.3716%, or 35.37%. This reproduces the stated series, not a household tax-bill comparison or a measure of mayoral performance.
INTELLISYNC VIEW
Financing and service context
CK Signals’ analysis is that the arithmetic is only a starting point. The earlier 2016 reporting describes reserve withdrawals alongside the tax increase, while later tax increases include infrastructure funding. Every candidate’s historical account should disclose financing choices, services, infrastructure obligations and external conditions alongside the selected totals. Apply this requirement equally to Canniff’s debt and growth claims and every proposal for savings or investment.
