Council directions
Council’s October 5 meeting moved the encampment file from recommendations to follow-up directions. The official meeting record and its captions confirm passage of the main recommendations, a November 23 report on committee arrangements, and an extension of the Encampment Advisory Committee to May 31, 2027. These are directions for further work, not approval of every proposed intervention.

What the assessment must contain
The original staff report explains what the assessment should contain: implementation priorities, costs, staffing, timelines and decisions requiring Council’s direction. It joins the committee’s proposals to a consultant review of encampment operations and Pathways on Park. This is a plan to evaluate options, not evidence that a shelter has been funded or that housing outcomes have improved.
PUBLIC RECORD
The final committee report
The final committee attachment contains 32 numbered recommendations. Staff explicitly distinguish committee-approved recommendations from consensus on the report as a whole. The final attachment must therefore be read in its own context, rather than treated as the earlier 21-recommendation draft with a new date.

Interim service accountability
For residents living in encampments and neighbouring communities, the practical question is what will happen during the months before the assessment returns. A reporting deadline needs an interim account of responsibilities, services and outcomes. Every candidate proposing to continue, replace or accelerate this approach should identify the authority, funding and result their alternative requires.
