PUBLIC RECORD
The report remains a chair-prepared draft
The September 8 meeting package says the draft is for committee discussion and possible revision and does not yet reflect full-committee consensus or endorsement. August 25 approved motions remain the official decisions to date.
PUBLIC RECORD
Housing and service recommendations are joined in one proposed pathway
The draft calls for coordinated outreach and service delivery, individualized housing pathways, quantified supportive, transitional and affordable housing needs, prevention work and partnerships with landlords and community providers.
PUBLIC RECORD
The draft asks for public data and a dashboard
Proposed recommendations include periodic public housing, homelessness and encampment data and a public dashboard. The draft does not yet define measures, privacy rules, update frequency, responsible data owners or missed-target explanations.
PUBLIC RECORD
Reserves and tax funding are considerations, not approvals
The draft proposes prioritizing investments through reserves and considering tax funding beginning in 2027. No complete programme cost, reserve allocation, levy effect or Council approval is established by the draft.
PUBLIC RECORD
Neighbourhood outcomes appear beside housing outcomes
The draft includes a proposed safety, business-continuity and economic-wellbeing plan for affected businesses and neighbourhoods. It does not yet identify baseline conditions, interventions, costs or the measures that would distinguish activity from improvement.
INTELLISYNC VIEW
Track the verbs: proposed, approved, funded and delivered
The public value of the draft is not that 21 ideas now exist. It is that each can be tracked through committee revision, Council authority, funding, assigned ownership, delivery and measured results without silently changing status along the way.
